Prime Minister Shigeru Ishiba expressed his desire on Thursday to build and promote an AI system that will become a model for the world, with the aim of submitting related bills to next year’s regular session of the Diet.
At a lecture held in Tokyo by the Yomiuri International Economic Association, Mr. Ishiba gave a talk on AI policy, emphasizing the importance of balancing technological innovation and risk management.
“AI technology will determine the competitiveness of nations and the wealth of society,” he said.
Mr. Ishiba also expressed hope that this will lead to solving issues such as labor shortages in local companies and the manufacturing industry. At the same time, he acknowledged the risks involved and pointed out the public’s sense of anxiety.
Mr. Ishiba cited the example of an AI-generated image dressed as Santa Claus posted on X, and emphasized the need for a mechanism to distinguish between content created by AI and content created by humans.
The AI bill is expected to be closely aligned with interim proposals released on Thursday by the government’s expert advisory committee on AI policy. These proposals recommend strengthening the government chain of command that oversees everything from research and development to application of AI.
The bill is also expected to include a provision to establish an AI strategic headquarters made up of all cabinet members. Regulatory measures are also being considered, such as giving the government the power to investigate malicious copyright infringement.
