Home Team Science and Technology Agency (HTX), a statutory committee under Singapore’s Ministry of Home Affairs (MHA), has signed a memorandum of understanding (MOU) with Google Cloud to enhance the agency’s AI capabilities.
Since the launch of the HTXAI initiative in June 2024, HTX has been recruiting AI experts to focus on becoming an AI first agency supporting technology-enabled home teams.
Among AI developments is Phoenix, a large collection of language models (LLMs) trained with home team data to increase accuracy and efficiency of data analysis and information processing tasks.
MOU is expanding its existing partnership between HTX and Google Cloud with an emphasis on collaborative research in AI security and cybersecurity research. Implementing cloud platforms, infrastructure and services. AI model development; AI-compatible software solutions. The same goes for AI governance and training.
In 2025, HTX plans to implement the Air gap by Google Distributed Cloud (GDC) to support the home team agency’s cloud platform, infrastructure and service needs.
GDC Air Gapped is a fully managed solution designed for organizations that require complete data separation to comply with strict sovereignty and regulatory standards.
The partnership also includes the joint exploration of AI governance frameworks for public safety, particularly in areas such as explainable AI, robust AI, and AI safety.

Additionally, the two organizations will evaluate the development of Genai solution accelerators for deployment in the GDC Air gap and the use of Google’s AI models in vertex AI for agent AI, robots, and embodied AI applications.
As part of a collaboration on model development, Google Cloud helps train and fine-tune HTX for advanced AI models, further supporting agency operational goals.
