Updates cited by staff included additions related to the Equal Employment Opportunity Commission, Ohio Ethics Law, misconduct reporting, records committee guidance, breastfeeding policy, and multiple Ohio Revised Code items.
Staff say the manual replaces “human resources manager” with “human resources manager” and consolidates duplicate or dispersed provisions where necessary, to make the document easier to use for employees and union signatories. A city consultant (Jermaine Solutions) assisted in drafting the revised version, and staff acknowledged internal reviewers for final formatting.
Council members said not all had seen the previous version and asked for time to consider it. Staff said that even if the document were to advance into law, it would have about a month for further review before final action. A motion was passed directing staff to prepare the necessary legislation for the next council meeting.
Next steps: Staff will develop the ordinance text, distribute materials to the council for consideration, and present the proposed bill at the next meeting.
