Indonesia will require sector-specific AI regulations for all ministries and agencies in 2026

JAKARTA TEMPO.CO – Minister of Communications and Digital (Komdizi) Meutiya Hafid announced that all ministries must develop their own guidelines on the use of artificial intelligence (AI) in their respective fields. These sector-specific rules will build on a comprehensive AI Usage Guide that the Department of Communications and Digital plans to publish in 2026.

“Next year, each ministry will issue regulations related to AI in their respective fields, with the aim of protecting their respective fields and the ecosystem within them,” Mutiah said in Jakarta on October 22, 2025.

The draft National Artificial Intelligence Roadmap White Paper designed by Komdigi was actually completed last August. Mutia pointed out that the guidelines for AI utilization were created in collaboration with 48 ministries and agencies. These guidelines establish ethics in the use of AI, including specifying sanctions and types of violations.

Meutya explained that the ethical guidelines set by Komdigi are currently too general. Golkar politicians therefore demanded that all ministries develop more detailed regulations tailored to the requirements of their own sectors.

She also urged ministries and agencies not to introduce AI into the environment before these detailed rules are in place. “We do not recommend the use of AI before the relevant ministries issue these regulations,” she said.

She continued that regulation is absolutely necessary for the use of AI, as it has a dual nature that cannot be ignored.

On the one hand, AI is positive and is predicted to accelerate economic growth, especially by enabling more complete and faster data collection.

But on the other hand, AI can also be used for malicious purposes and crimes. “The AI ​​we build could be scary, dangerous, and even harmful,” she warned.
