Summary points:

The Navy wants white papers on artificial intelligence, cybersecurity, hyposonics, and quantum sensing to support future aviation capabilities. Focus area span avionics, sensors, electronic warfare (EW), digital engineering, autonomy, secure communication. Companies must submit white papers by June 2026. The proposed choice may lead to a full contract opportunity.

Patuxent River NAS, Maryland – US Navy Aviation Researchers are investigating the industry for new enablement technologies for artificial intelligence (AI). Machine learning; Machine autonomy; Cybersecurity; Fast computing; Secure communication and networking. Avionics, Sensors, Electronic Warfare (EW); and Hyponics.

Officials from the Naval Air Force Center Aircraft Division (NAWCAD) at Naval Air Base Patuxent River, Maryland, published a wide range of agency presentations (N00421-25-S-0001) this week in search of white papers in a wide range of aviation technologies.

Areas of interest include advanced manufacturing. Digital Engineering; Aeromechanics; Data Science and Visualization. Human systems; Materials and aircraft structures; Mechanical systems; Power and propulsion; Support equipment. Testing and evaluation. and war analysis.

AI and machine learning includes signal and analysis detection, complex inference, multi-agent-based operations and decision-making, sense and avoidance algorithms, deep reinforcement learning, neural networks, and demand forecasting.

Machine autonomy

Machine autonomy includes refueling air, verification and verification tools, airworthiness and risk management, and precision takeoff and landing.

Cybersecurity includes threat detection, cyber effects modeling, reverse engineering, behavioral analysis, penetration, adaptive cybersecurity, simulation and interface research, concolic testing, and system configuration management.

Quantum technologies include onboard navigation and threat detection, secure communication and sensing, nitrogen vacant diamond sensing, quantum cryptography, and quantum computing.

Secure Networking

Secure communication and networking includes command and control, software development, information assurance, blockchain networks, health monitoring, data transfer in dynamic and contest environments.

Digital engineering includes digital twin technology, predictive maintenance, automated maintenance, model-based system engineering (MBSE) and system modeling language (SYSML), engineering models, and digital communication of system requirements using virtual environments.

Avionics, sensors, and EW include concepts of multimodal sensors, passive and active sensors, precision navigation and timing (PNT), open system architecture, signal and image processing, flight control systems, and advanced EW.

High Sonic Flight

Hypersonics includes high-speed aerodynamic modeling and simulation, system testing for hypersensitivity systems, high temperature materials, guidance and navigation, and advanced air-breathing propulsion.

Interested companies must email the Navy by June 22, 2026 (Email protection). Those submitting promising white papers may be invited to submit a full proposal.

Email Navy Stephanie Gleason with questions and concerns (Email protection). More information is available online at https://www.fbodaily.com/archive/2025/06-June/25-Jun-2025/fbo-07484993.htm.
