China is promoting end-to-end governance of AI-generated content

When planning future trips, Li instinctively opened up prominent AI applications to recommendations. The app quickly generated the usual suggestions, but the newly added disclaimer caught his attention: “The response generated to this AI is useful for reference only. Please check the information carefully.”

Recent rapid advances in generation AI and deep synthesis technology have improved economic expansion, diversified digital content and daily convenience. However, these innovations simultaneously promoted the proliferation of misinformation and disrupt digital ecosystems.

In response, China recently issued a “Measures to Identify the Synthetic Content from which AI was Generated,” which will be effective on September 1, 2025.

A Chinese Cyberspace Management spokesman revealed that the measure aims to standardize labels for AI-generated synthetic content. The mandatory disclosure mechanism allows S to distinguish between synthetic content and authenticity while clarifying the responsibility of the service provider throughout the content creation and dissemination process. The framework aims to optimize security protocols through cost-effective solutions and promote sustainable AI industry development.

Knowledge sharing platform user Tian admitted that the post “The drama features an attractive narrative structure with multidimensional character development. Through episode storytelling, it causes critical reflection on modern social issues…”, with header label marked “AI suspected content that has occurred.”

A spokesman for the platform revealed that existing community guidelines require disclosure of AI-assisted content creation. Non-compliant posts trigger auto-detection protocols and result in mandatory labeling, demoting visibility of ranking systems, content disruption mechanisms, or potential account suspensions.

Such governance protocols acquire a strengthened, legitimate foundation under measures to identify the synthetic content that AI has generated. Regulations require an online content delivery service to check if file metadata contains embedded identification markers. When an explicit identifier or technical signature for AI synthesis is detected, the platform must apply. A prominent warning label adjacent to the content. Publication notice with standardized disclaimer.

Jin Bo, deputy director of the Department of Public Safety’s Third Institute, further highlighted the expanded accountability framework for regulations. Currently, key provisions explicitly define the obligations of application delivery platforms and auxiliary service providers, establishing comprehensive ecosystem governance across content creation, modification and dissemination processes.

A pivotal innovation within AI-generated content identification measures lies in the codified distinction between explicit and implicit sign systems. This rule requires that metadata related to AI synthetic content incorporate implicit identification markers. Service Provider Identifier (Name/Unique Code); Content Serialization Identifier.

“As a supplementary protocol, we specify the metadata field, an implicit label, which is the cybersecurity technical standard for AI-generated content identification, lifecycle,” said Zhang Zhen, senior engineer at China’s National Computer Network Emergency Response Technical Team/Coordination Center.

These regulations not only increase transparency and security in the use of AI, but also promote an environment that promotes innovation and responsible AI development.
