Oregon Legislature begins 35-day session focused on roads, wildfire insurance, AI regulation

SALEM, Ore. (KPTV) – The Oregon Legislature begins a short session on Monday with a 35-day deadline to pass legislation on several key issues, including transportation funding, wildfire insurance reform, and artificial intelligence regulation.

Transportation funding issues

As Gov. Tina Kotek’s transportation bill awaits a statewide referendum, the Legislature must secure funding for essential road maintenance without relying on future tax increases determined by voters.

Experts warn that without new revenue over the next five years, thousands of miles of county roads could lose critical maintenance and require more expensive repairs later.

Wildfire insurance reform

Lawmakers are considering ways to make wildfire insurance more affordable and accessible. Lawmakers are working to help Oregonians avoid a situation like the one in California, where some insurance companies pulled out of high-risk areas after years of records claims.

The legislative concept would regulate the calculation of fees and allow homeowners to appeal denials or price increases.

AI regulations for children

Artificial intelligence is another area of focus. Oregon is one of the states proposing rules for how AI chatbots interact with children to protect their mental health.

If passed, the bill would require chatbots to disclose that they are AI. Companies will need to monitor chats for signs of self-harm and encourage suicidal users to seek professional help. Chatbots will also be prohibited from trying to extend a conversation when the child attempts to end it.

A full list of bills can be found here.

Governor Kotek said he wants job creation to be a major focus of this short session.

Oregon Democrats hold supermajorities in both chambers and say they will focus on affordability and reining in federal government overreach. Republicans say their legislative priorities are affordability, public safety and education.
