A new bipartisan effort in Washington is shining a spotlight on the impact of AI on jobs. Sens. Josh Hawley (R-Missouri) and Mark Warner (D-Va.) have introduced the AI-Related Employment Impact Clarification Act, which would require major companies and federal agencies to report AI-related employment impacts to the U.S. Department of Labor (DOL).

This bill aims to clarify how artificial intelligence is impacting the U.S. workforce.

Key requirements of the AI-related Work Impact Clarification Act

The AI Work Impact Clarification Act sets out several core obligations.

Eligible companies will be required to disclose their AI-related employment impacts on a quarterly basis. This includes positions left behind due to layoffs, hiring, and tasks being automated. The DOL must compile these disclosures and issue a public report, including to Congress. Private companies may be included under certain thresholds.

The goal is to create a clear and consistent data source on how AI will transform employment.

Why AI-related work impacts transparency laws

AI is already reshaping the U.S. workforce, and lawmakers from both parties say they need a clear picture of what it means for jobs.

Hawley warned that this trend is accelerating.

“Artificial intelligence is already replacing American workers, and experts predict that AI could increase unemployment by up to 10 to 20 percentage points over the next five years,” Hawley said. “Americans need to understand exactly how AI is impacting the workforce so we can ensure that AI is working for them and not the other way around.”

Warner agreed, saying good data is the key to good policy.

“This bipartisan bill will ultimately provide clarity on how AI will impact the workforce, what jobs are being eliminated, which workers are being retrained, and where new opportunities are being created.” “With this information, we can ensure that AI drives opportunity rather than leaving workers behind.”

Their common goal is simple. The AI-Related Employment Impact Clarification Act would make the impact of AI on the workforce visible and accountable. This will give you and policymakers the hard data you need to guide smarter decisions about automation and employment.

Challenges in tracking AI-related work impact

While this bill looks promising, several hurdles remain. The biggest challenge is consistency. Each company decides what to consider as AI-related operational impacts, which can lead to uneven or incomplete reporting.

Small businesses can also circumvent the rules altogether if they don’t meet reporting standards. This could leave significant gaps in understanding how automation will impact local and niche industries.

Data quality is another concern. Even with reporting requirements, the system relies on companies sharing accurate information. The Department of Labor will require strong verification to ensure the report reflects reality.

Transparency is valuable, but it doesn’t automatically protect jobs. While legislation may shed light on the problem, real progress will depend on what policymakers and employers do with that data.

what this means for you

If you work in an industry where AI tools are becoming commonplace, this bill could directly impact you. It will become easier to see how automation will change jobs across the country. You can see which roles are being replaced and which roles are being created.

This new level of visibility could also put pressure on employers to be more transparent about layoffs. Companies may start to explain whether layoffs are really due to AI or are part of a broader business shift. This accountability can help employees plan smarter for the future.

With clearer data, policymakers and training programs can intervene more quickly. If large numbers of people lose jobs in a particular sector due to automation, governments may push for retraining and job placement initiatives. Employees may also be able to prepare earlier by learning new digital and technical skills before AI impacts their roles.

Sen Sanders: AI needs to benefit everyone, not just a handful of billionaires

Overall, this bill puts information in the hands of the public so workers can understand what is happening to their jobs rather than being left in the dark.

The AI-Related Job Impact Clarification Act represents a major step toward tracking how automation will change the U.S. workforce. We can’t stop AI from transforming industries, but we can provide workers and policymakers with the facts they need to respond to. Transparency cannot stop all job losses, but it can help guide smarter policies, retraining programs, and career planning.
